Tajikistan government websites: ministries, e-services, regions

A guide to Tajikistan's official government websites: where to apply for public services online, find a law and follow news from ministries, regions and districts.

Tajikistan's state bodies run their own websites: ministries and committees publish news and regulations, courts and oversight bodies describe their work, and dedicated portals let people submit an application or obtain a document without visiting an office. Below is a selection of these sites, grouped by the tasks people usually come to them with.

Public services online

If you need a document, start with the e-service portals. The general entry point is E-Government of Tajikistan, the unified state internet portal with information on public services for citizens and businesses and links to official government resources.

  • eKhizmat is the unified public services portal: individuals and businesses apply for permits, certificates and official statements, pay online and track the status of their applications.
  • E-Transport is the transport services portal, where licences are obtained and renewed electronically, along with certificates and waybills.
  • IMEI Service registers mobile device IMEI codes in the state identification system: you can check a code, submit and pay for an application, and track its status.
  • Customs Single Window is a system for cooperation between the agencies involved in foreign trade procedures.
  • Trade Portal of Tajikistan is the official portal of the Ministry of Economic Development and Trade describing procedures and permits for export, import and transit.
  • The Tax Committee offers the Tax Code and explanations, electronic reporting and services for taxpayers.
  • The Unified Utility Payment (EKP) is the utilities billing system: utility charges and payments in one place.
  • The Consular Department of the Ministry of Foreign Affairs covers consular services, passports, visas, consular fees, travel and stay abroad, and has a form for citizens' appeals.
  • The Grievance Redress Mechanism is a project under the Ministry of Health and Social Protection for submitting citizens' appeals, suggestions and complaints online.

Residents of the capital also have city services. The Active Citizen app lets them report city problems and track how they are resolved, while the Smart City Dushanbe platform describes the Smart City programme, from e-government and smart transport to ecology and healthcare.

Laws, courts and oversight

Legal texts are easiest to find in ADLIA, the Ministry of Justice's centralized legal information database, which holds the Constitution, codes, laws, government resolutions and international agreements. The National Legislation Centre also publishes legal information in three languages.

The judiciary is represented by the websites of the Supreme Court and the Economic Court of Dushanbe, which hears economic disputes. Financial oversight is covered by the Accounts Chamber, which accepts citizens' appeals, and the Agency for State Financial Control and Combating Corruption. Information on protecting human rights and freedoms is on the site of the Human Rights Commissioner, which, like the Supreme Court's site, has a version for visually impaired users.

Ministries, committees and agencies

The activities of the head of state are covered on the official website of the President of the Republic of Tajikistan. Sector websites are useful when you need the documents, tenders or vacancies of a particular agency:

Citizens planning to work abroad can turn to the site of the pre-departure training centres for labour migrants, with information on destination countries, while the Migration Service of the Ministry of Labour, Migration and Employment publishes a migrant's guide to travelling to and working in Russia, legal acts, and information on the Muhojir app and legal aid.

State tourism policy is the responsibility of the Committee for Tourism Development under the Government: its site carries news, information on the committee's leadership and structure, international cooperation, tourism legislation and visa information. Television and radio are overseen by the Committee for Television and Radio, whose site features projects, documents and online TV. Heritage and language are the remit of the historical and cultural heritage agency and the Committee on Language and Terminology.

State enterprises and institutions deserve a separate mention: Real Estate Registration, Aerogeodesy Dushanbe with geodesy and topography services, the state valuation enterprise, the National Accreditation Centre, the State Assay Inspectorate, the Local Development Committee and the National Social Investment Fund.

Regions, cities and districts

Local news, decisions and announcements are published by local executive authorities. At regional level these are the sites of Sughd and Khatlon regions and GBAO. City sites include Dushanbe, where visitors can send an appeal to the mayor, Khujand with budget and investment data, Vahdat and Guliston with a public reception. In the capital, Sino district has its own site. District sites include Firdavsi, Rasht, Fayzobod, Kuhistoni Mastchoh with a public reception service, Sangvor, as well as Yovon, Vakhsh, Varzob, Vose, Jabbor Rasulov, Bobojon Gafurov, Ayni, Vanj, Ishkoshim and Darvoz. Most of them publish news and information on the district's leadership, history and jamoats, and many let residents contact the chairman, for example through Vanj's electronic reception.

How to find the right site

Also worth noting are the Public Procurement Portal, the electronic procurement system with registration guides for users and organizations, and the site of the Communications Service under the Government with the communications development strategy, ICT statistics and information-security materials.

Start with your task. To obtain a document or pay for a service, use the e-service portals; to find the text of a law, the legal database; for tenders, vacancies and structure, the relevant agency's site; for local decisions and appeals, the site of the regional, city or district authority. Many agency websites are available in Tajik, Russian and English. All sites in this category are listed in the catalog.tj catalog.
