Terms of use

1. General provisions

1.1. These Terms are an agreement between Khizmatrasonii Nav Limited Liability Company (the “Operator”) and any person using https://catalog.tj (the “User”, the “Site”).

1.2. By using the Site, the User accepts the Terms. If you do not agree with them, do not use the Site.

1.3. Paid services are provided under the Public Offer. Personal data processing is governed by the Privacy Policy.

2. Description of the service

2.1. catalog.tj is an open ranking and catalog of websites in the .tj domain zone. The Site has a permanent General section, a Today section, a sponsor block and a catalog by sector.

2.2. Free listings are ranked by the number of unique clicks. Paid and sponsored listings are placed above free ones and are marked as paid.

2.3. The ranking is not an assessment of the quality, reliability or legality of websites and is not a recommendation by the Operator. Information about websites is provided by their owners.

3. Account

3.1. To add websites and use the Account, the User signs in with a Google account.

3.2. The User is responsible for actions taken through their account and for the accuracy of the information provided.

3.3. The Operator may restrict access to an account if the Terms are breached.

4. Adding websites

4.1. Only second-level domains in the .tj zone (such as example.tj) to which the User holds rights may be added. A website is published after moderation.

4.2. Websites whose content violates the legislation of the Republic of Tajikistan are not allowed, including websites with gambling, adult (18+) content, extremist materials, phishing or malware, as well as websites that infringe third-party rights.

4.3. The Operator may reject, remove or block a website that breaches the Terms. The moderation status is shown in the Account.

4.4. The owner of a website is the person who added the domain first. If the domain is already in the catalog, another User may file a “This is my site” request and write to info@hizmatrason.tj with proof of rights to the domain (an e-mail from the address registered with the domain registrar, or a document). Support reviews the request within 72 hours and, after checking, transfers the website to them.

4.5. The Operator checks every day that websites open. A website that does not open, or whose domain was cancelled, is hidden from the catalog after three failed checks in a row and returns automatically once it works again.

5. Fair ranking

5.1. A click is counted as unique based on a combination of technical signals (IP address, session, browser characteristics) once every 24 hours. Repeated and suspicious clicks are not counted.

5.2. Artificially inflating clicks is prohibited: using bots and scripts, paying for or otherwise incentivising clicks, clicking links repeatedly, or bypassing the ranking protection.

5.3. If a violation is detected, the Operator may reset the clicks, remove or block the website; amounts paid for listings are not refunded in that case.

6. Complaints

6.1. A complaint about a website can be sent using the button on the website’s page in the ranking. Requests from rights holders and public authorities are sent to info@hizmatrason.tj.

6.2. The Operator reviews complaints and, based on the outcome, may remove or block a listing.

7. Prohibited actions

• violating the legislation of the Republic of Tajikistan and third-party rights;
• distributing malicious code or attempting unauthorised access to the Site or accounts;
• putting excessive load on the Site or mass-collecting Site data by automated means without the Operator’s consent;
• impersonating another person or misrepresenting website ownership.

8. Intellectual property

8.1. The software, design, texts and the catalog.tj name belong to the Operator or are used by it lawfully. Copying them without the Operator’s consent is prohibited.

8.2. By adding a website, the User grants the Operator, free of charge, the right to display the website’s domain, name, description and category on the Site and in search engine results for the duration of the listing.

9. Links to third-party websites

9.1. The Site contains links to third-party websites. The Operator does not control their content and is not responsible for it. By following a link, the User acts at their own risk.

10. Limitation of liability

10.1. The Site is provided “as is”. The Operator does not guarantee uninterrupted operation and is not liable for interruptions caused by maintenance, communication failures or actions of third parties.

10.2. The Operator is not responsible for the content of websites in the ranking or for the results the User expects from a listing.

11. Changes to the Terms

11.1. The Operator may amend the Terms by publishing a new version on the Site. Continued use of the Site after publication means acceptance of the new version.

12. Governing law and contacts

12.1. These Terms are governed by the legislation of the Republic of Tajikistan. Disputes are heard by a court of the Republic of Tajikistan in accordance with the rules of jurisdiction.

12.2. The Terms are published in Tajik, Russian and English. In case of discrepancies, the Russian version prevails.
